Initialize beads issue tracking and update git policy

- Initialize beads (.beads/ directory)
- Add Claude Code hooks for SessionStart/PreCompact
- Update CLAUDE.md to clarify all build artifacts are committed
- Update .gitignore to allow node_modules and dist
